The House of Lords has voted to amend the Data Use and Access Bill, introducing new copyright restrictions on AI training. This decision has sparked concerns from industry experts about its potential impact on the UK's AI innovation.
Ayesha Bhatti, head of digital policy for the UK and EU at the Center for Data Innovation, expressed her views following the vote. "The House of Lords today voted to reintroduce amendments to the Data Use and Access Bill that would require developers of AI models to disclose all individual works used in pre-training, fine-tuning, retrieval-augmented generation, or any other data input processes," she stated.
Bhatti highlighted that these amendments could limit access to data and undermine the Bill's original intent. She warned that if the Bill is accepted in its current form, it could have "far-reaching consequences for the UK’s AI ecosystem," including introducing complex legal requirements that may hinder innovation.
