Startups and small businesses are increasingly using artificial intelligence (AI) to drive innovation. However, there is concern that regulatory overreach could create a complicated landscape of conflicting rules, potentially jeopardizing American leadership in this field.

Morgan Reed, President of ACT | The App Association, commented on the situation: “We’re tracking more than 900 state AI bills. This potential surge of contradictory and overlapping policy proposals would quash small business AI innovation, most of which poses minimal risk.”

Reed emphasized the positive role AI plays for their members: “Our members are using AI to streamline government processes, enhance cybersecurity, and make services more accessible and efficient.” He expressed support for legislative proposals aimed at preventing unnecessary targeting of AI models and systems by the government. Reed stated, “This is a positive step toward a regulatory approach that balances freedom to innovate with responsible oversight to prevent reckless high-risk behavior by bad actors.”
