TechNet has submitted a comment to the National Science Foundation for the White House Office of Science and Technology Policy (OSTP) regarding the development of a 2025 National Artificial Intelligence R&D Strategic Plan. The submission, made by TechNet CEO Linda Moore, highlights how the United States can bolster its research and development efforts to maintain its leadership in artificial intelligence.
In the letter, Moore emphasizes that "R&D serves as the backbone for U.S. innovation," allowing for advancements in AI capabilities. She notes that China has surpassed the United States in public sector R&D investments, with expenditures reaching over 1.6 times those of the U.S., according to data from the Organization for Economic Cooperation and Development (OECD). To remain competitive globally, Moore suggests that strategic federal investments are necessary.
The letter also calls for increased federal investment not only in basic research but also in workforce development. Additionally, it urges prioritization of international collaboration in AI R&D; emphasis on foundational AI research, next-generation hardware, and computational infrastructure; investment in high-reward potential AI research; advancement of AI for national security and critical infrastructure; and consideration of AI's impact on the American workforce.
