The Kenton County Fiscal Court has approved a $26 million development project named Bavarian Flats in Covington. This new apartment complex will be constructed on top of the county's parking garage, aiming to maximize the use of the site.
The project is led by Merus, formerly known as Al. Neyer, along with Urban Sites. It will feature up to 125 residential units and is set to begin construction once the county's garage is completed later this year.
Judge/Executive Kris Knochelmann commented on the project's significance: “Preserving the historic Bavarian Brewery site was the first step in revitalizing Covington’s 12th Street Gateway. Now, Bavarian Flats will build on that progress by bringing new energy to the Kenton County Government Center and the surrounding area beyond business hours.”
Merus and Urban Sites have secured leasing rights for development above and around the parking structure. The Catalytic Fund, under Jeanne Schroer's leadership, provided financial and project analysis support for this initiative.
The parking facility under construction will offer 248 spaces adjacent to the Kenton County Government Center. It replaces employee parking lost due to the Brent Spence Bridge Corridor project. The Kentucky Transportation Cabinet has agreed to reimburse up to $15 million for its construction costs.
Ensuring convenient access to parking at the government center was a key consideration when selecting its location, with completion expected in October.
Previously, Kenton County collaborated with Merus and Urban Sites on The Hayden project, which converted an old administration building into market-rate housing and retail space. Completed in early 2023, it now operates successfully.
